Most of them have been forced up ot Denniston because of things they have done in their past. Denniston offers a fresh start for them, largely because of it's isolation. It is far removed from the mistakes they have made and sometimes are wanted by the police for. The setting helps reflect the personalities of the main characters and helps readers understand why they think and act as they do.
A good example of this is Evangeline Strauss. She flees to Denniston in pursuit of her childs father and also to escape murder charges. She arrives in the middle of the worst storm Denniston has had in years. While at Denniston Eva seduces a married man, attempts extortion and allows her child to be raped just so she can have a place to live.
These selfish and uncaring actions by this character do not seem so out of place because they fit the harsh social climate and environment in which she lives.
